Abstract
In order to deeply understand the inputs and outputs of traffic safety projects, evaluate the implementation effect, cost effectiveness and impact on traffic safety of the project, this paper takes the “Starlight Project” of Tongxiang City as an example, and analyzes the performance of its traffic project by using the presence-absence comparison approach. By comparing the changes in the number of traffic accidents before and after the implementation of the “Starlight Project” and assessing the benefits of the project in terms of traffic, society and environment, it is found that the “Starlight Project” has achieved remarkable results in enhancing road traffic safety, improving night-time driving conditions and traffic sign recognition. It also found that the successful implementation of a project is closely related to its scale, investment intensity and duration. This study provides a useful reference for evaluating the performance of similar transportation projects, and provides experience and guidance for the design and implementation of future projects.
