Abstract
Aiming at the problem of bottlenecks in the city's response to the occurrence of public health events, relying on the existing construction basis of community grids, we propose the method of selecting some community service centers within the city to establish a small-scale secondary reserve. In order to establish a more efficient internal emergency distribution system, based on the consideration of the emergency demand time window, and with the goal of minimizing the combined economic and time costs, the city emergency reserve depot Location-Routing model is constructed; and the genetic algorithm is improved to solve the problem. The case calculations show that: the integrated consideration of the location and path of the secondary reserve depot has obvious superiority, and can be used to complete the distribution of materials within the city efficiently and save the cost of the emergency system; the reasonable adjustment of the time window is one of the key measures to optimize the distribution of materials
