Abstract
In recent years, benefiting from the favorable policies such as the reduction of PV power generation costs and the "promotion of the whole county", distributed generation shows an exponential growth trend. Distributed generation does not have the ability to self-balance and require support from large power grids such as peak shaving, frequency regulation, voltage regulation, and accident backup. Promotion of distributed trading of photovoltaic not only fails to save investment from higher-level power grids, but also increases the demand for investment in capacity expansion and renovation of higher-level power grids due to the demand for surplus power grid connection. This paper proposed a new theoretical model to evaluate transmission-distribution price reasonably. Empirical results based on China data shows a reverse correlation between the transmission-distribution price and the return on distributed photovoltaic investment, which means the government should be cautious on balancing the investment of power grid companies and the profits of photovoltaic enterprises.
