In urban bus planning and bus schedule design, reasonably determining the time control points of bus route and compiling points schedule can effectively improve the service level of bus system. According to the six principles of time control points setting, considering the influence of POI factors near the station on time control points selection, this paper establishes the average number of bus boarding, standard deviation rate of bus headway, standard deviation rate of running time between stations, importance of POI around the station and station dispersion index, proposes the technical process of scheme preference, and designs a comprehensive evaluation function for time control points selection. Thus, the control point scheme selection is carried out. In the study, the proposed time control points selection method was applied to the bus route 700 in Xi'an, taking the APTS data and POI data of the bus route for one week as an example, and the study showed that the method can be applied to the actual bus operation management, which can provide scientific decision-making basis for urban bus planning and design.
